This gives the bonus resources of Asphalt, Automobiles, Beer, Construction and Steel. The circle provides the best reduction in infrastructure upkeep (-21.3%) and purchase costs (-35.2%), an income boost ($1.50, +11.5 happiness), a good improvement in soldier efficiency (+42.6%), and a good population boost (+16.6%), plus the benefits of Uranium (+$7.5 in return for -1 happiness without nuclear weapons, depending on government position).
